You are looking at this wrong. It really doesn't matter if there is a rabid SEC or CFP viewership in a particular market. Those are broadcast TV factors. SEC Network is cable-based so there only needs to be "enough" of a fan base to demand the cable provider includes it in a low enough tier or bundle that dollars have to be paid by the provider to ESPN who bases its contract with the SEC on that.
In St. Louis the SEC Network is included in the lowest tier package for Spectrum for example (Spectrum Select) so Spectrum must remit money to ESPN for my sister's subscription who I'm not sure has ever watched anything on the SEC Network as well as for me who watches it quite frequently.

My understanding is it's a done deal with the only stipulation being that we agree to bring back the Rock M on the north side of the stadium.

Love you SEC folks pining for NC STATE. You really don’t realize what you’re asking for. Their fan base makes the worst SEC non alumni fans seem like reasonable, well adjusted adults.
