The image posted clearly shows that helmet to helmet contact was made with the crown of the defender's helmet. You can also see in the gif you posted of the play that the QBs head gets knocked to the side by the defender's helmet upon initial contact. Then the defender slides down the body of the QB bringing him to the ground.
