If they ever go full in on joining a conference. its written in the contract.
But I also see articles from people in the know that say it's possible nd can join the big ten or sec if they choose.
Which is it?

I think it’s a huge buyout for ND but it is an option

We here at USC usually hear what's rumbling in South Bend sometimes, but a couple of friends of mine here in Los Angeles say they're hearing Notre Dame wants OUT of the ACC circus. They're obligated until 2036, too.

Notre Dame being independent is one of their traditions. They won't be joining any conference but yes, the GOR contract binds them to the ACC if they stop being independent.

ND will stay independent as long as they get paid competitively by NBC and have a path to the playoff. That’s still the case right now, so any discussion of them joining a conference is moot.
If those circumstances change, the biggest brand left in conference realignment isn’t going to the zombie ACC. Contracts are made to be broken, whatever they signed.

My understanding is that it's a 120 million dollar payout if they leave before 2036, but they aren't held hostage by the grant of rights for football (if they pay the 120 million, they're otherwise free).

I read that if 8 teams leave the ACC, that grant of rights contract is null and void. There may be only 2-4 teams currently anxious to leave, but who knows? I would think nobody with any sense would want to be bound by that contract, and it is worth noting that the ACC's media rights are with the ESPN, as are those rights with the SEC and partially with the Big12.
