Not quite.
TV and radio are still being built. It's the 3rd level. The print media is already built in the overhang of the other side.

The north end zone, which was built in the early 1970s, will be cleared to make way for a multiple-level upgrade that could include a new home locker room, recruiting lounge, bench seating at field level, club-level areas, open-air suites, a rooftop terrace and a new press box, among other amenities. The project also includes a new video board for the north end zone, although its size hasn't been determined and depends on a number of factors, Jacobs said.
"(The size will) really depend on a lot of other things — where it will go, and do we need two that size or not. But it would suit me fine if it was just that same size (as the video board in the south end zone).
"At least now we’ll have a year with this one ... that’ll help us determine what we need next in the north end." The video board in the south end zone will be the largest in college football, with a display area measuring 190 feet wide by 57 feet tall. It's currently being installed and should be finished in July.

This. The pictures are remarkable, but not by way of construction. I was struck by how green everything is.
