To almost all Longhorn fans, it's not a big deal. Quite the opposite, as mentioned above getting opposing fans to do the hook'em sign.
It was only a penalty if an opponent got up in a Longhorn players face with it after burning them on a play, basically taunting. If an opponent scored on a long pass or some big play and was running around the end zone it was OK as long as he wasn't taunting.
I want to add this extra bit for some historical accuracy. I'm an old, and I remember seeing it for the first time in 1969. It the 1969 Game of the Century. #1 Texas vs. #2 Arkansas with President Nixon dropping in by chopper to watch the game. Texas won 15-14 in come from behind victory. Hook'em.

To answer your question: in spite of aggy fairytales and wishful thinking, horns down was never a penalty in the Big 12. However ALL taunting using our own or another teams hand sign was ..but rarely enforced.
