Since the first word of the OP title is "Historically" you have to take everything into account without a recency bias. So id say overall its TN...about 10-15 years ago it was very clear cut. But now its getting close

Those, to me are the most important statistical categories.
We probably won't pass them (but could) in:
Weeks at #1 in AP Poll
And can tie them in all time Conference Championships. (This would include other conference championships besides SEC.)
Historically does not count just the last 20 years. Or 30. Or 40. or 50. Historically means all time.
ETA
I will say that "easily" may been too strong of a word. I do tend to put a lot of weight on national Championships, though.

Auburn is the 2nd best at cheating.
LSU is the 2nd best at insecurity.
UF is the 2nd best at winning championships that anyone remembers.
UT is 2nd by basically every other metric.

Would have easily been UT even just 10 years ago but they decided to drop football for some unknown reason. Wonder what they do with all those football facilities they used to have? Maybe its all a bunch of basketball courts for intramurals.

This is the correct answer, followed by LSU/UGA being somewhat interchangeable, then Auburn/Florida, then followed by a huge gap by probably Arkansas/A&M

How can Florida dominate Tennessee and Georgia for the last 30 years, win more titles and SEC championship games then both combined and still get placed behind both? I get we sucked before Spurrier but don’t championships count for something? How much more do we have to do to catch them in your opinion? Are we just screwed because we started winning to late?

because "historically" means all-time, not the last 30 years. There are another 80+ years those teams have been playing football.

So we will never pass Tennessee or Georgia because they had better teams before most of us were born? That doesn’t seem like the best way to decide who the 2nd best team in conference is. That’s just my opinion though.

Then this question doesn’t even matter because it will be Bama and Tennessee as the top 2 for the next 30 years because they built up so much equity throughout the 40’s 50’s 60’s and 70’s. Is there anything Florida can do to catch up?

Well, we have:
more head to head wins
more all time wins
higher all time win %
more SEC titles
more bowl games
better bowl record
while UF has 1 more national title. It's not like it's outlandish to say we're a better all-time program
