This is because it's basically BYOSeat in the outfield so they can't actually put a number on a legitimate seating capacity. I think their "ideal" capacity including the outfield is something like 9k. We've had several instances of more than that but it gets pretty uncomfortable beyond the walls much higher than that.

Serious question. How do they track attendance in the OF? Is it all gated off? Do they take tickets for it?

Yeah they buy/take tickets at the gates of the OF. Can also enter the LF area from the main area of the stadium but you obviously have to have a ticket to get in there as well.
