Even without NIL, those QBs likely would have transferred to those schools anyways. They both had a pressing need at QB, Howard was pushed out of KSU and as a grad student would have been eligible to transfer immediately.
Likewise, Leonard could have probably got a hardship waiver for transferring given the injuries he sustained and his HC leaving.
