I think Texas and Oklahoma are equivocating and trying to start a Bidding War

Now they want the Big 10, PAC, ACC and SEC to start the bidding.
If this is the case, the SEC should issue a statement today saying they are no longer interested.
Seems clear to me, they haven't decided where they want to be.

This quote is leaving them open to break contract sooner then 2025. The deal is done with the SEC. If the BIG 12 Breaks down before 2025, the buyout will be cheaper or not exist.

Nah, gotta look at the precending statement for context. The one where theh acknowledge the grant of media rights.
They're saying they recognize the grant of rights, but of the Big 12 collapses, they recognize they won't be bound by it any longer. They're encouraging the rest of the Big 12 schools to jump ship so they don't have to pay up.

It appears to be nothing more than a "non-committal" statement to prevent any accusation that they've already left the conference, so that if/when 2-3 more schools from the Big12 decide to leave, then they have the required 4 schools to avoid paying out 75M/school to get out of their GOR. You don't meltdown your conference to start a bidding war... you do it once you already know you have a landing spot.

You cut out the part above it that gives the context. They say as of now they intend to carry out their current contract with the Big12, but will monitor the evolving situation.
IMO that language leaves them with wiggle room for a buy out and to leave for the SEC early.

They are simply hoping the Big 12 dissolves before they'd have to pay any penalties to the conference for leaving early. They certainly don't want to play out anything in the Big 12 through 2024, but also want to save money.

As well they should. That buyout money is large. Any University president/AD would be negligent not to try to do what they can to mitigate those costs.
