I haven't been following any of the coaching shite this year what's the skinny on Elko? Pure money-whip or were there issues at ND?

From reading the texags story, money!
Good coach, been at ND only one season, turned them around this year. Impressed Fisher while he was DC at Wake Forest.

Brian Kelly was quick to proclaim they had successfully warded us off from Elko, so it's safe to assume he wanted to keep him.
And beyond the ridiculous contract they gave to Fat Weis, Notre Dame has never been a big spender on their coaches so I don't think they could match what we were offering

What would be prompting Elko to make a move, anyone know?
Based on his sideline demeanor, I can imagine that Brian Kelly might not be very pleasant to work with. That might have something to do with it, I suppose.
