Any high school senior in Louisiana that has a high enough grade point average and/or high enough ACT score qualifies for most of their tuition to be paid for by the state...4 years/ 8 semesters

That's like saying you would frick any girl, but you still have standards. 2.5 GPA and 20 ACT isn't a standard, it's showing up to high school.

53% of all LSU students qualified for TOPS scholarships this academic calendar year. It's a big deal, not a high standard to qualify for it.

Only in-state students qualify for TOPS. The 47% you referenced probably mostly include the out of state students. Especially considering LSU requires about a 3.0 and 23 ACT for admission.
