Biggest talent squanderer in college football - FSU or UGA?

As usual FSU is killing it in recruiting. Looking at their crystal ball projections they have several 5* 4* waiting to commit and they're on pace to finish top 5 on NSD.

FSU and UGA consistently had great recruiting classes in the 2000's but they under-achieved pretty much every year, with 2012 UGA team being the lone exception. So which team is the biggest squanderer of talent in cfb? FSU or UGA?

It is interesting that Tennessee fans are the ones who most commonly say UGA underachieves. It's like they're compensating for the fact that their team sucks.

I'm really looking forward to embracing some of the great traditions at the University of Tennessee, for instance the Vol Walk, running through the T, singing Rocky Top all night long after we beat Florida next year, it will be a blast.

Uga does underachueve some years, but FSU underachieves every year.

I'm a firm believer that UGA under Richt is simply the victim of bad timing.

2002 UGA - 13-1 (Sugar Champs)
2003 LSU - 13-1 (BCS Champs)

2007 UGA - 11-2 (Sugar Champs)
2007 LSU - 12-2 (BCS Champs)

There's definitely been some years under Richt where the Dawgs have underachieved, so the nation's perception of UGA and Richt is "can't win the big one." Honestly, UGA's best teams just happen to fall on years where there's one or two teams ahead of them, while FSU continuously fricks up easy schedules and squanders elite talent.
