OU athletic department is $192 million in debt per last report I saw. They don't have nearly the financial resources needed to compete in SEC.
Yes we know longhorns have plenty of money but why did PTB let them drag along a red headed stepchild?

No one should give two shits about any of this. There are multiple different ways to account for AD and Athletic Foundation budgets in terms of donations and ownership of assets and/or debt that make this always an apples to oranges comparison.
