Doesn't FSU have to announce by August 15th if they're going to play in the ACC for the 2024 season? Hopefully someone out there knows the answer.

I read an article yesterday saying that is the case. The article also stated no board meeting was planned so it looks like they stay for now.
I do think they have been posturing so they can try and get a bigger cut of the ACC money pool.

FSU is stuck and they know it. They’re trying to get the ACC to budge on a different cost sharing model by inventing fake leverage (the PE move, hoping the SEC/B10 would throw them a life line) but the ACC is calling their bluff. If they could get out of the GOR, they would have by now.

They do not need to announce nor will they. The only way they would announce is if they had a Big10 offer for 2024. That isn't going to happen.
Next step would be to wait for an SEC or Big 10 offer for 2025, but that would be next August.
The only other option would be for the ACC to implode and everybody gets out of their Grant of Rights contract.

contracts are broken after attorneys rack up billable hours to negotiate a settled cash figure that will still amount in the hundreds of millions. If there was en exit strategy, it would already be enacted. As it stands, FSU and Clemson can’t afford the exit fee on their own, nor can they afford to join a conference making 30% less than what their peers are making. SEC has no real reason to take on the extra mouths to feed, especially when those teams come with an extra price tag. ESPN already broadcasts FSU and Clemson games via the ACC so they have no reason to negotiate against themselves. And FOX clearly doesn’t see enough value for the cost otherwise the B10 would be on the mother already.

There is absolutely zero reason for the non big name schools in the ACC to give in to any of FSU’s demands.
Why create revenue sharing models that give FSU a few million more at your expense when they absolutely will leave if they find a way out?
There is no way to create the money they need to stay, half measures aren’t going to make a difference, so if you are Louisville, Syracuse, Wake, et al., just flip FSU double birds and ride this thing to the bottom. The small schools aren’t getting a better deal, so get what you can while you can.
