The timeline will get judged depending on how this hire ends up going. If Roberts ends up pulling a shocker and landing an established P5 AD, then the time will be seen as well spent. If on the other hand it ends up being Hartwell, then really it probably shouldn't have taken this long (although I guess even under that scenario someone could argue that exploring all the bases even if you come back to the guy everyone was suggesting the whole time isn't time wasted).

Several people think that he's trying to silently lure a big-fish, and the interviews of other known candidates are being promoted as smokescreens. Two, he's making this hire himself and isn't being told who to hire. Cue the "but Jimmy Rane and JABA..." stuff, but I haven't seen anyone suggest that the "PTB" are influencing this hire.
The late addition of a name like Nunez does seem to confirm that there are things that Roberts is doing silently, because his name came out of nowhere.

I can't imagine a new AD would want to alienate 99% of the fanbase as his first act.

The BOT needs to do the right thing and send harsin off before the new AD gets here. Making the new guy fire the coach as one of his first orders of business is not ideal.

I would think the interviews with AD candidates would have to discuss Harsin, so I would think the BOT/admin will defer in part to the plan proposed by the ultimate AD selection.
If the new AD says “I’m happy to fire him and would welcome the opportunity” they’ll probably let him, but if he says “I’d rather that not be my first official action” they’ll do it before.
Whoever the new AD, I don’t think they’ll be coming in completely blind to the plan.
