I think both of them would be drafted if they declared. My guess is that they're testing the waters to see how high the bidding goes, and if they don't get the right offer, just go to the NFL.

You have to consider the possibility that some players are being offered money on the condition they do it right away. The transfer portal is a dirty business and there's no rule that says it can't be used to affect post-season outcomes.
