I think they're talking about the official letter which, if memory serves, they can't receive until their senior year begins under NCAA rules.

I think it was his official written offer. It takes a while for those to send out. There was also another Auburn commit that tweeted a picture of his not too long ago. Can't remember who.

Right now, there’s still a pretty good chance both Hutcherson and Williams will be eligible at some point although it may be close for Williams to get in school this fall. If Williams doesn’t get approved in time, I expect him to sit out fall semester and enroll in January.
