Probably the case. I don't know if it's the same for all schools, but I assume it is. However, I know someone in the Tennessee AD, and when it comes to when and where the band can travel, there are certain guidelines they follow.
For example, there is a limit to how many miles they can travel by bus. And then when you get to further distances, even with a limited amount of band members, they usually have a limited amount of away games the band can attend due to costs like flying, hotels, etc.
In the end, it basically comes down to costs and you can't have a bunch of kids on a bus like it's a greyhound trip.
A short trip like that, no problem at all to take the entire band.
When Alabama played Oklahoma @ Oklahoma in 2002, Alabama didn't bring it's band at all. But at least Oklahoma was classy enough that their band played quite a bit for Alabama. Always remembered that and thought it was very cool of them.

Well maybe we can figure this out.
Oklahoma doesn't put the other teams band in the upper deck. They are on about the 10 yard line on the east side of the stadium.' It's been that way for years.
Kansas doesn't put the band in the upper deck because they don't have an upper deck to put them in.
So there is two of the other nine teams in the Big XII.
Maybe some other Big XII people can address this about the other schools.

ARLINGTON -- On Thursday morning, the Big 12 announced that there will be a new penalty added to the list this fall. Anyone opposing player who drops the "Horns Down" symbol could be subject to a penalty against them.
"Lemme put it this way," Big 12 coordinator of officials Greg Burks said at Big 12 Media Days. "If you do a Horns Down to a Texas player as an opponent, that's probably going to be a foul."
Must be a delicate and sensitive team in Austin.

If you put your hand up "to an opponent" (meaning, taunting) at all, it's going to be called. If you've ever watched college football before, you'd know that.
Putting a "#1" finger in an opponent's face will equally get called. Which is also stupid, but there's no special "horns down" rule.
Players have done "horns down" as part of an endzone celebration but not targeted a specific player with their gesture, and haven't been flagged.

bullshite. The majority of Big 12 stadiums don't have upper decks. And one of those that does even put lowly arse SMU in the lower bowl

Happens in the ACC too. The GT band looked pretty lonely up top at a UVA game.
