It’s really surprising that they ever were any good. Go look at Tennessee top recruits on. 247 sometimes. They have A bunch in Memphis area but that’s as much Ole Miss, LSU and Bama turf, (See Albert Means Case) at UT.
There just isn’t enough talent in Tennessee in football. Traditionally, it’s a basketball state. Then there is a east west Tennessee issue. They have to be national brand to compete and they aren’t anymore

Yeah but in the late 90's with LSU and Bama mediocre, and A&M not even being in the conference, they didn't suddenly jump up and take their spots. Recruiting follows winning, and winning follows good coaching/evaluation. Tennessee gets that part fixed, it will be a top line program once again. The difference between us and Nebraska is that we are in the SEC, where kids want to be, and we're 3-4 hours away from multiple recruiting hotspots. Again, Butch Jones had a playoff caliber roster in 2015 and pissed it away with terrible in game coaching, lack of adjustments and terrible personnel choices. It can be done. Vanderbilt won 9 this decade. Kentucky won 11 and beat Penn State three years ago Mizzou was in the SEC championship two years in a row. The difference between us and them is that we can keep that going if we get the right coach.

The current top heavy era of CFB has warped peoples sense of success. Tennessee was absolutely a top football program from the mid 80's to the early 2000's. It was inconsistent, but one of three programs in this conference to carry the OOC banner when the talent was concentrated in the rust belt, Texas and California. We obliterated Miami at the height of their dynasty, went toe to toe with eventual national champions Colorado and beat Notre Dame in South Bend when they were title contenders. Competed with some of Auburns best teams, Alabama under Gene Stallings. A bunch of 9-10 win squads in an era were there were 11 regular season games. If I had to draw a comparison to a present day program, LSU is very similar, but the SEC wasn't nearly as good or as competitive back then, either.
