Why is LSU unable to lure an attractive coach?

LSU wasn’t able to get Tom Herman to coach their football program, instead losing him to some obscure school from a forgotten conference, settling for an ole miss throw away.
They now are also unable to get Vitello to travel down south despite the salesmen of this board pointing out all the reasons Vitello would be leaving.
Is LSU just unwilling to make a “damn good offer” or is there something else going on here?
