Charlie Ward. He could do it all. Run, throw, and even punted for FSU as a freshman. In high school he also kicked FGs.

Burrow had the best season ever, and it’s not even close. For a career, it’s hard to not say Tebow.

Some of those mentioned are great qbs on great teams.
Johnny Football was on a ok team and was elite.
Burrow was on a loaded team.
Best way to ask this question is make a list of great qbs, and which ones would still win 10-11 games on a average team.
Tebow and Burrows are eliminated from the conversation.
You put Dak Prescott on Florida's team during Tebow's days he is just as good or better.

I would think the best QB ever in college should have more than 1 good year. Burrow was great for 1 year. When you talk about career wise I would put Manning, Marino, Elway and Brees over Burrow when you talk about 3+ years combined.
I'll take 2018 and 2019 Joe Burrow over 4 years of Peyton and his zero national titles or sec titles
