Quantity of course are going to be the big states ie Ohio Florida Texas.
Now quality first and foremost is Texas just because the level of high school football is great from top to bottom. In terms of quality of high school football players Texas is in a class of its own.
then I would go Louisiana, Alabama Georgia.

Correct, but Louisiana also has a lot more lower division schools per player than most states (and those schools recruit almost exclusively Louisiana kids) and has the least strict transfer policies for high school students in the country.
Every year a TON of players from other states that are having grade or state testing issues transfer to Louisiana public schools. Last year alone five of the state's top ten didnt move to the state until at least their junior year.

I'm sticking to the tiers though when talking about the laws of averages. Certain years are better for certain states. Alabama in 2008 was loaded with high end talent, georgia last year, and louisiana this year.
Florida, Texas, and California are loaded every year, but I don't think it has as much to do with being a step above as it does having a huge population. On a year in year out basis the top 5-10 players in tiers 2 and 3 stack up very well with the top 5-10 players in tier one. It's just that the states in tier one are going to be stronger 20-100

I would look at most D-1 and NFL players per capita, but yes, the best will also probably come from the largest populations. Just simple numbers.
However to me the question of "quality" should be considered in relation to per capita.

Texas High School football uses NCAA rules, not the National Federation of High School Sports rules.
The Federation may not have the right numbers for Texas since we are not a member.
I think Texas and one other small state (Massachusetts ??) are the only states that use big boy rules.

That's 4 at most, but I know that those 4 were in Louisiana for their last two years and I kinda doubt all moved in right before their junior years. So, you are either misinformed or you just flat out lied to help your Texas propaganda, which is it?
