Because downtown and near the stadium is largely unaffected (as in no/minimal flooding with little damage). I'm sure hotels in other parts of the city are busy though. Also, they have a ton of shelters set up in the hardest hit areas

Sure, but wouldn't everybody flock to the hotels in the "dry" parts of town, if they were flooded out or couldn't go back to their houses due to the flood damage? I was there years ago when there was a hurricane scare on the coast and Columbia hotels got overbooked pretty quickly... they had to start putting people in ballrooms. USCe fans that live in Columbia know anything?

The heavy flooding was localized. It wasn't widespread. It isn't even comparable to a hurricane evacuation.

Most of the city is "dry" at this point though. Actually, a lot people have been allowed to return to their homes already
