Not really.
Men and women can be just friends, attend a strip club during their championship celebration without getting hammered (which I know they weren't because of witnessses inside the club), and simply have a car accident.
Not everyone is LSU having to worry about which players and coaches are drilling out female staff members

It is a big deal, but I’m not sure what the University is supposed to do to prevent that from happening without seriously restricting the ability of its student-athletes and employees to make their own adult decisions.
ETA: I’m sure UGA already has policies prohibiting this kind of thing for liability reasons, but what are they supposed to do when their employees disregard those rules on their own time?

I've never expounded on the guilt or innocence of the parties involved. But honestly, at this point, it doesn't matter. The seed has been planted. The public perception is out there. REGARDLESS of the actual events of the evening, Kirby is going to have to deal with the fallout. Pandora's box has been opened. The Genie is out of the lamp. They cannot be put back in.
And because of those things, Kirby has a "scandal" (possibly too strong a word as I mentioned in the OP) to deal with, something he's never really done before.

I agreed with your thread title. In the last week, this staff has had to deal with the tragic accident, an arrest, and now the once respectable newspaper known as the Atlanta Journal-Constitution is busy doing deep dives on UGA players' off-field behavior instead of focusing on more pressing issues like Atlanta's mini-CHAZ set up by ANTIFA and the riots caused by out of state agitators.
And Kirby is going to have to deal with the small detail of having to replace a QB who went 29-3 as a starter, a 4x CFP game MVP, and a Heisman finalist.
Comparing this to Baylor or Penn State is just a trash take, bro.

It’s going to be a bigger deal when the toxicology reports come out. If university employee was impaired in a university vehicle, this is going to get ugly quick. Why was two staffers out at strip bar with players at 2am? What kind of relationships between staffers/players? Was Kirby aware of these relationships?

What measures can the university reasonably take to prevent that? Are they supposed to hire university PIs to follow players and staff around all night?
