Athletic programs tend to use most of their revenue on a yearly basis minus a few million or so which means schools will now have to find $20 million in additional revenue or spend $20 million less and lose the arms race

Think of it this way. Todd Graves is worth $22 billion. If LSU gets in a bind and needs, say, $22 million, that is 0.1% of Graves' net worth.
Whether he gives the $22 million or not, LSU can operate aggressively in the market knowing they have plenty of financial backing if stuff goes sideways. Not just from Graves, but Spaht, Flores, Gordon, etc.
My buddy at A&M says it's the same thing over there and I'm sure it's similar at all of the major CFB programs.

But you still have to operate outside of the red. Alberts has cleaned up the mess that Bjork left, and now the AD is profitable. Just because you have the money doesn't mean you should spend it.
