You are missing that teams leaving 1 conference have to be independent 5 years before going to another conference, nobody is doing that.
I think the 20 team cap kills expansion more than anything. The sec benefits none from southeastern expansion(clem Miami fsu). Sec was only considering southeast expansion bc you can’t let the big have the Greenville, Tallahassee and Miami markets(huge cfb markets in sec country). Now that the big is blocked from southern expansion those schools value dropped again.

if there is any common sense in this country, this won't pass or will get struck down by the Supreme Court. the federal govt has no constitutional right to impose this nonsense.

Edit: I think I had bad data and deleted it. Might still be a version of the anti-raiding language in the bill.
