Nope.
ESPN is the reason Texas is ranked in the preseason polls every year. All that dough spent on the LHN and then texas still can't win. Generally speaking, no not all the time, teams rise and fall over time based on current and historic success. A school like Alabama or Oklahoma is easy to put in the polls each year the same way stock brokers put Microsoft in their portfolios over some quality start up. Most folks are sheep and want to keep their jobs by not going out on a limb.
Seabiscuit was not the greatest horse of his era but he was the best marketed horse of his era. It got a lot of ink in the Great Depression because his owner used to drop cases of booze off to the press box before he ran. Free booze to sportswriters - especially in that era - got you all the positive ink and free press you wanted.
Things don't change much from generation when folks with money have a vested interest in the press coverage they get.

FCS Missouri State went 4-8 last season. They're predicted to finish 9th out of 10 teams in the Missouri Valley Conference.
Saturday they put up 43 points, 353 passing, and 492 total yards on offense.
In 2016, their FBS opponent was Kansas State, which finished the year 80th in NCAA total defense. They managed 0 points and 54 yards of offense.
In 2016, the total number of games where they exceeded 353 yards passing or 492 total yards of offense was exactly 0.
So, in a nutshell you can't stop a runny nose.

Poor Texas teams would get overranked before the LHN and will be when ESPN finally pulls the plug.
