Actually it’s LSU. Texas and Texas A&M are on the rise this decade. LSU has only won 52% of their games this decade. And yet they are the undisputed biggest shite show in all of college football. Now that’s underachievement.

I would say Texas A&M. We all know about 1939, but they haven't even won a conference championship since 1998. Guess they got some bad juju starting in 1999 or something.

Im going to say ND, haven't won shite since 88 and seems like they are ranked in top 10 to start every year

That is a modern issue, I agree
You have a state school that operates more like a private, similar to Michigan. You have the resources and means via a healthy base of wealthy alumni. You are situated in the SIAA / SoCon / SEC / ACC football sphere. You had early success till you joined the ACC. The recruiting sphere is fertile.
All that pre ACC membership just has the feel of a school performing in the early days when the foundation history of college football is being laid for future success. Hoos join the ACC, got walloped, then gave up, and lost momentum and stalled, well below what that early history had a trajectory to go.

Oregon was nothing until about two decades ago when Phil Knight decided that Oregon needed to be more than just hang their hat on Track and Field.
Before that, they were occasionally decent... but mostly a PAC 8/10 bottom feeder. They were one of the poorest programs in the country for decades in terms of money and resources.
