As I understood it the one speaking with police (knowing only Spanish) wasn’t a student but a staff member, so it’s very plausible in Texas.

It says students were the victim and the victim only spoke Spanish. Maybe they didn’t mean victim but witness?

This makes me think she is reporting witnessing him doing this to someone else. They are referring to her as the victim, but she sounds more like a witness.
I think it’s more strange that no one else there could translate, especially the officers themselves.
