There’s a lot of sorry arse cops out there. They should have got her outta there in half a minute. Now a days it takes half a dozen cops to take down one perp.

In all honesty they are just trying not to hurt her. I've taken a few "beatings" in my life for the same reasons - drunk people being stupid and I didn't want to hurt them, just restrain them.
It's a terrible situation to be in because the entire time it's like - stop being stupid, you know damn well and good I can put you down at any moment quickly and you are purposely using my goodwill against me.
