There are some good things in this bill like the 1 time transfer rule and a cap on agent fees but there are a few things that concern me:

1. Requires all of D1 to fund medical coverage for "lower-resource" schools
2. Gets rid of NIL collectives
3. Requires schools and conferences to utilize media rights revenue for non-revenue sports (So, will force schools to further invest in sports that tank the overall budget / This is what kills baseball coverage)
4. Prevents SEC / B1G from ever breaking away from the NCAA

Like I said, there are some good things, but before we all throw our support behind this bill, we need to look at it critcally. I'm also not super excited about the prospect of college sports falling under the jurisdiction of the federal government, nor am I confident that the failed NCAA will be able to properly administer any of this.

You can read the bill here (senate.gov)

What really should happen is that we stop pretending that the P4 schools and the G5 schools are in the same league. The entirety of the P4 (Not just the SEC & B1G) should break away and form their own league, agree to rules and form an enforcement and regulation body, outside of the purview of the completely failed NCAA. We can and should accomplish the necessary changes without government involvement.

Or this. Like yeah, it’s in the best interest of college athletics that they don’t break away from the NCAA but how is it legal to force them to stay?

If this is passed, it wouldn’t shock me if in 10-20 years the SEC and Big 10 “big brands” just leave those conferences and start their own super league to get around these laws.

Technically Major League Baseball falls under the Federal Government's jurisdiction for similar reasons and it's fine

I do like the ban on collectives...that was never the intent of NIL. What was supposed to be a guy getting paid for signing autographs or doing a commercial as turned into pay to play.

I don't see anything about the portal though

Also I'd like to see the NFL do a minor league and open up that path to those just seeking money and a path to the pros

Whatever the solution might be, let's try to stay the frick away from lawyers and the "laws" of the various courts of this fricked up nation.

You suggested forming a regulation and enforcement policy wo the federal government.

This would run into the same interference that the NCAA faces. Players would sue against any enforcement and would win. To stabilize the system, you have to have an antitrust system (only the government can grant that) or collectively bargain with players (involve revenue splits, rights, etc.).
The amateur model was illegal. We cannot go back. Giving players a small token of the revenue will not work either.

The problem is that players should be paid whatever the market deems reasonable, and no expected the market to pay so much, and different markets pay different rates. There’s no way to regulate this, you ban collectives, they’ll just reform under a different brand. You try to enforce caps, you get under the table.
Not everybody can compete at the same level and they shouldn’t be forced to try.

Our govt is a complete shite show and doesn't know how to even manage itself. Letting it control college football will be a lot worse than what we are dealing with now.

100%. They can't even deliver the mail efficiently. Why would anyone entrust them to solve complicated issues like college football, healthcare, etc.
