No, not really. Again it was a bowl game that happened mostly by chance. In the 15 seasons prior to the BCS Era, the #1 team going into the Bowl Games met up with the #2 team in the postseason just 5 times. So 67% of the time, the #1 team did not play the #2 team.
In those 10 occasions between 1983 and 1997 when the #1 team did not play the #2 team, they played the #3 team four times.... the #4 team once... the #5 team twice.. the #8 team once... the #11 team once... and an unranked team once.
Like I said, the true era of a National Championship Game began in 1998. That's not really debatable.

Pretty much everything. There were easily 16 programs that were far and away the best until Clemson recently joined the group. Clemson's now 3 national titles and multiple Top 5 finishes has allowed them to join the group at #17.
When you factor everything together: National Titles, AP Points, Wins, etc., there really are 3 tiers at the Top:
TOP 3: Alabama, Oklahoma, Ohio State
The Other Blue Bloods: Notre Dame, Michigan, USC, Texas, Nebraska
The Other Elites: Penn State, LSU, Tennessee, Florida, Georgia, Auburn, Florida State, Miami, Clemson
There's a pretty significant drop-off to the mediocre programs beginning at #18. Next in line is probably Michigan State.... but like I said that's a pretty big drop-off. Michigan State, Arkansas, UCLA, Washington, Texas A&M would likely be next in line but in no official order.
