Why is signaling your players to get away from the ball the same thing as signaling a fair catch?

The only time I've ever seen that before was when Skylar Green, for LSU, did that in a bowl game against Iowa. It is a ridiculous call, but they say the rule is any hand gesture above the waist line. Green did the exact same move...it's the get out of the way signal.

People always complain about refs, but goodness these guys are horrible tonight. How does a ref not understand what a fair catch signal is?
