Are the same 5 or so teams good every year?

I feel like I see UGA/USC/OSU up there a lot of years

I wonder if SOS plays a role. Or possibly travel and Florida was the best of the bunch for a regional down there?

Pretty much.

Although maybe it's more 7-8 teams. USC and UGA have won the last 6 (Last 4 for USC, 2 before that for UGA).

The second best program for almost the past ten years has been UVA. OSU has been up there and UGA is always near the top. UCLA shouldn't have been the 1seed this year, but UVa ended up getting the easier draw as a 2anyway. UVa and UCLA essentially lose no one next season and have, by far, the best recruiting class and are essentially a lock for final 4 in 2014 as well.
