The answer is simple. Require the player to be taken to the locker room and be evaluated by medical staff. If he is cleared, then he can return to the game after a 15 minute warmup period.

Why bother? The refs should be focusing on the game. I wouldn't even have a penalty. Just apply a flat rule to everyone in the interest of 'player safety'. You go down due to injury, you sit out x-amount of game-time/series/quarter/whatever. The end.

Then any actual injuries can be assessed and dealth with properly by staff who are meant to do so. The game can go on. And if it was a flop, then presumably it was calculated by the coaching staff that the automatic loss of that player for whatever time period was worth the time stoppage they got to get themselves settled and ready for the next play.

I think it might even introduce an interesting new dynamic to the game. Anything like that would be a lot better than what we have now, with obvious ridiculous flopping and loads of complaints afterwords (distastefully on a few rare occassions when a player genuinely was injured).

Suggestion: “any player requiring assistance from the field must be medical evaluated for no shorter than the end of the quarter being played”

This would end the falling down fake stuff immediately.
