I don't understand why they didn't flag it for intentional grounding since it was an incompletion. He was in the pocket, no eligible receiver nearby, ball didn't get to the LoS.

Norvell went for it on a fourth and 4 on his 30 Mid way through the 3rd quarter and threw an interception that led to FSU getting behind by 18........WO that call they probably would have won....

It might have been a pass at some point during that motion. But, he was trying to re-tuck the ball when it got away. It was a fumble.
