I went to the MSU Title IX office web page. MSU has a Title IX and Relationship Violence policy. They have it all under one umbrella.
I just skimmed it, but nothing in it appears to apply in this instance as the complainant is not a student or employee at MSU.

I’m not saying she didn’t set him up. I’m saying to try and get romantically involved with this woman, being in the position he is/was in, was stupid and he should have known better.
However, if she contacted him after hours, chose to discuss subjects of a personal nature and accepted his gifts, then the relationship was consensual.
All she had to do was hang up the phone, block his number and never walk on the MSU campus again.
