Sounds like Texas A&M refused to travel to Cali, Tennessee was offered TAMU's place, and TAMU got to play the 3rd best team in the SEC for their "national title".
The Sugar Bowl was literally at Tulane's home stadium. It wasn't like A&M chose an easy option.

Looking back at some stats, Tennessee had a larger average margin of victory, scored more points per game, had a tougher schedule, and had more All Americans than tamu in 1939.
Tennessee was also coached by a CFB hall of famer. Tamu on the other hand, was coach by noted Nazi sympathizer, Homer Norton.
Tennessee is clearly the rightful national champion. Congrats Vols.
