OU isn't poor at all and easily has the ability to pay. There's a big difference in having the money and wanting to spend the money. Harold Hamm, Continental Resources owner and founder literally wrote his ex-wife a $974 million dollar check in 2015, then gave the OU Health Science Center a $34 million dollar donation in 2018. Harold is a huge donor and supporter of OU and could pay the fee by himself if he wanted. Point is, why spend the money if you don't actually have to.
