Most of the Bengals talent core got extended before Burrow did. Higgins and Chase are the only two left.
Chase will be eligible next year. Higgins likely gets a deal or gets tagged.
Iosivas appears to be giving the Bengals wiggle room to let Higgins walk when the time comes. My guess is the Bengals will gove Chase the big contract, tag Higgins next year, let him walk after 2024, and Iosovas will setp into Higgins' role.
