Without looming sanction it is right around 20th probably. With sanctions looming over them, no, it is not a top 20 job.

Nah but probably top 25 just because they're in the SEC and can write big checks.

I mean, they are the 2nd winningest program in the SEC, but LSU and UGA might overtake them very soon in that category, with Auburn not very far behind those 2....

Yes. You can recruit top 15 classes there, have nearly unlimited fan, facilities, and financial support, and the expectations have been beaten down so low that going 8-4 or 9-3 most years will have everyone loving you.
The future non conference schedule is very reasonable:
2021: Pitt
2022: Pitt
2023: BYU and UConn
2024: Oklahoma (home)
2026: Nebraska
2027: Nebraska
A good coach should, at minimum, recruit top 15 classes and return the team to stability and disciplined, tough play. With 4 non conference games plus annuals against SCar, Mizzou, UK, and Vandy, you should have at least 7 built in wins a year. Win 1 or 2 more against Alabama, UGA, UF, and the 2nd West team (21: OM, 22: LSU, 23: aTm, 24: MSU) and you have your 8-4 or 9-3 seasons.
Fulmer gone plus the hiring of a young AD from "outside the family" should make the job more attractive knowing that the AD who picks you should be there for the long haul.

As far as your top 17, Oregon has very little in-state talent and has not really ever won much. Wisconsin is a middle of the pack Big 10 program.
Miami and Washington are better jobs than Tennessee, but the rest of those aren’t really arguable as better.
Edit: I’d take Tennessee over Auburn. Can’t imagine what it’s like to recruit against Alabama in-state.

Oregon can recruit nationally, Wisconsin consistently wins, and Miami does have the local talent. Washington has less of an argument than all 3 of them.

Hard to figure out how you put Wisconsin over Washington. One’s the second best program in their conference, and the other is the fourth or fifth best.

Realistically, and this disgusts me to say, but Tennessee is AT WORST a top 15 coaching job... More than likely top 10... Lane was dumb for leaving them... He could have turned them into a Phat Phil type powerhouse..

Auburn is still an hour from metro Atlanta and 3 hours from Florida.They have access to plenty of talent and have solid fan support along with an administration thats always been supportive.
They also have more success against Bama and Saban than any other SEC school.

Wisconsin has been the 2nd best program in the big 10 for going on 25 years, and Washington hasn’t been close to as good as Wisconsin.

The problem is Harsin isn't familiar with recruiting in the South and he hasn't been all that great as a HC at BSU! I was glad The AD passed on him. Drinkwitz made more sense and is a much better recruiter and seems to be a good HC so far with a lot less HC experienced. Glad Drinkwitz got to coached this past season! He is one up on South Carolina, Vanderbilt, Tennessee, and Auburn. Getting that coaching in his first year should help him prepared for the SEC schedule for 2021. Some were saying Missouri will be a 9 win team. How come Odom was projected to do that and flopped each of the last 2 years. Drinkwitz did better than what many experts had him do in his first year. 2-10 season. That is why Odom went the other way. So I expected same or better than expected for this season for Missouri.
