I was watching the Ga Tech-Va Tech game today and I found myself wondering what it must've felt like walking around the state of Georgia when Georgia Tech actually had a fanbase way back when.
They are in hibernation until they win a bunch of games. Then they dust off their GT gear and strut around.
This year has been a good example.

UGA and GA Tech are the only FBS schools in a talent rich Georgia. The Atlanta/sandy springs/ marietta metro area has more people than the entire sate of louisiana.
No excuses, they are not an elite program.

Two things: 1)"Elite team" is not based on historical data. It's based on recent past-present. During the past 5-10 years, UGA could not be considered an "elite team." How many SECE championships have they won since 2000? How many SEC championships since 2000? How many NC have they won since 2000?
2)During the same period, UGA has been the poster child for underachieving teams. Mark Richt is a fine man, but he is not a great fb coach.
So, no. UGA is not presently among the elite teams in the nation. They have a good team, but elite is the next level up.

I dont view them as elite. They have all the resources to be elite, but they cant make it over the bubble. They need to start with locking down their state in recruiting.

Since 2001 (last 10 years)
SECE Champions 4 (2007 UGA was Co-Champion with UT)
SEC Champions 2
If UGA makes it to Atlanta this year only LSU would have made it to more since 2001 with 5.
UGA over the last 10 years has been one of the top 10 teams. People just look at them differently because they have only won 3 in the last 10 vs UF who has been one of the top teams in that span.

They definetly have all the resources to be elite, but they are not there. May take a new coach.

I've always thought UGA should be elite and wonder why they're not. Really feel Richt should do better.

The OP didn't specify whether he meant historically elite or currently elite:
Historically elite: Won titles through multiple eras
Alabama
Notre Dame
Oklahoma
USC
Ohio St
Michigan - (with only two recognized titles the Wolverines are pretty iffy here, but they are the alltime leader in wins so they're in.)
Honorable mention:
Tennessee - (See Michigan, but less so.)
Currently elite: Contending and winning titles year after year in the BCS era
LSU
Florida
Oklahoma
USCw
Ohio State
Honorable mention:
Alabama
Georgia
Texas

Don't forget OU and I wouldn't consider Miami elite and UF is not historically elite. Only since Spurrier have they been a top tier team.
Penn St might be more elite than UF and Miami, historically.
I would rather be currently and recently elite than historically elite.

No. To be "Elite" you have to be in a title hunt year in year out. We won't be elite program at AU unless we challenge for a league and NC again within 3 years.

They have the potential to be elite but it will never happen with Mark Richt in charge

Outsider's view... UGA is a VERY good program. Save the elite for:
Bama
UT
Oklahoma
So Cal
Nebraska
ND (ugh)
Ohio State
Michigan
They are in that category with Miami, LSU, Aub, Texas, Penn State, etc.

If you have to ask if you are elite, you're not.

I don't give the Georgia Bulldogs any credit...Ever, but that being said, it wasn't but a few years ago I thought that they got robbed out of the BCSCG. Mark Richt has fricked his own ship up though. It's tough to fire your own coaches, but if he had gotten rid of Martinez sooner and gone after someone with Van Gorder's intensity (but with someone who has a product to show for)UGA would have probably won a NC trophy by now.

Currently, UGA is not close to an elite program. They haven't won a national title in almost thirty years, and only have two SEC championships in that time.
From a historical perspective, I don't think Georgia is quite at the elite level nationally. They are close, but not quite there.
IMO elite programs are teams like:
Mich
Notre Dame
Texas
Ohio State
Oklahoma
Nebraska
Bama
USC
Then there are a few arguable teams like Penn State, Tenn and possibly the Florida schools if you take a more recent view.
Right after them, you have very good teams like LSU, Georgia, Auburn, etc. If LSU continues on its current tear and wins another title or two, they may get a bump up.
