#1 did play #2 in 2003. LSU won the BCS national championship in 2003. No one else did.

Just guessing but Alabama probably has the most NCs using your criteria as well. Just like they do with just about every rational criteria people try to come up with to discount Alabama's historical success in college football. I appreciate your effort though - keep fighting the good fight.
