Had Bowlsby been trying to expand the Big 12 and Texas and OU kept rejecting teams?

As soon as that happened, every member of the conference should have known The Big 12 was on borrowed time.

They can’t all be bitching now.

The options were teams like cougar high and UCF. Why wouldn’t we reject them?

Texas knew they were gone when A&M left. They are the ones who rejected Pitt and Louisville to bring the conference to 12.

From a geographic and economic POV the merging of the Big 8 and SWC made sense at the time. Bringing in Baylor was acceptable for much the same reason that Vandy has always been a completely valid (and needed) inclusion in the SEC. The conference was on pretty good footing until texsa and Deloss Dodds went ape on greed and alienated just about everyone else. While COL could have been replaced, losing NEB, MO and aTm was a hit to the conference identity that couldn't be accounted for and was the beginning of the end.
Geographically and culturally, bringing in WVA was a head scratcher to begin with and made moreso by not bringing in CIN and/or LOU to extend something like a geographic continuity (a kind of pod if you will) to the conference footprint. The fact that they were 'city schools' was not overly appealing to the state Universities and they chose to pass while keeping the 'Neers in the fold. Not a smart choice.
That said - being a conference named the Big XII and having only 10 teams was laughable all along, but pretty summed up the dysfunction of the situation.

BYU was a reasonable add who was probably eager to join. I never understood why the Big 12 rejected them but added WVU and TCU.

It was too late to expand once Nebraska, A&M, Colorado and Mizzou left...The time to expand would have been before those teams left and when Nebraska was still relevant and Colorado was still somewhat relevant.
At that point, they might have made a run at some of the BIG teams or even SEC teams like Arky and LSU and maybe possibly could have had a shot to entice some decent schools.

The SEC and BIG were forward thinking and fhe Big 12 never was....Guess they always thought if they had Texas and OU then they would be fine.

Baylor was completely politics. At the time, the Governor, Lieutenant Governor and Speaker of the House all had Baylor connections. They basically threatened to force the PUF to be evenly distributed between all schools in Texas if Baylor wasn't picked.

TCU was an attempt to save face after A&M left.
