You've had some fairly decent talent at the position.
Would you blame the lack of drafted players on recruiting busts by your coaching staffs, an inability to develop the talent, or an outdated offensive scheme?

With Sumlin, a combination of all three.
Almost every 4 and 5-star WR signed by Sumlin either stayed at his freshman year talent level or regressed. The only WR that got better than when he stepped on campus was Josh Reynolds, but he was a JUCO before coming to A&M. Even Christian Kirk stayed the same all three years.
Fisher turned a 2-star Tight End who couldn't make the team at Kansas so he went JUCO into a 2nd round pick in 1 year (Sternberger). Davis and Rogers were nowhere near ready to be drafted and Jhamon Ausbon was so horribly overrated that his development likely peaked the year before he opted out (ran a 4.8 at the combine).

The Spavital/Sumlin version of the air raid probably was not very conducive to individual player development.
