The number one target in LA is barksdale AFB followed by all the refining locations . All are higher on the list than ATL . Strategic value is how the list was based and ATL doesn't really have that besides the airport

The south was targeted from TX to VA including all the state capitals, the military bases and a multitude of major cities like Charlotte, Dallas etc.

Memphis has always been on these lists too for being a major transportation/logistics hub for freight, air, and water

Everyone with just a little knowledge knows Bossier City, LA was a first strike target by the Soviets due to Barksdale AFB because of their B-52s and inventory of ICBMs.
There were enough nuclear equipped bombers and missiles on base to wipe out half the population on earth in a matter of minutes.
