In most States they're called "Jack & Jill Laws"
In most States they allow a 2 year gap between the ages so that the Teen Perps can get lesser charges so they can be rehabilitated rather than have their lives ruined over an ill advised relationship
For example, if the older person is 17 then then younger person can be 15 and then the older person would be prosecuted under the Jack & Jill Laws, instead of being prosecuted like an Adult Predator
In this case he's 18 and she's 12 that makes him an adult predator, some States will go easy on a 3 yr gap if the younger child's parents sign off on it, but 18 and 12, that big of a gap, the DA has to throw the Book at him to make sure he gets reelected

My bad,yes the kid broke the law and most likely won't be on campus.I got caught up in the Pittman slam fest.
