He's fine. Just grazed him. "Uncooperative", as he didn't notice he was "hit" and didn't want to talk about it. He's fine for the FSU game.

To quote a victim's statement, and then publicly claim he was "uncooperative" is to suggest that his statement is untrue. I have respect for cops, but this kind of crap pisses me off.

You don't know if he was cooperative or not. All you know is that they eventually got a statement out of him.

If you got a statement, whether initially or eventually, then the victim cooperated.
