Why should it? They don't really compete for the same recruits. Kansas is at every possible financial disadvantage when it comes to competing with Texas. Kansas isn't competitive in any sport other than basketball. They aren't geographically close which is a big part of ANY rivalry. That's why Florida LSU will never be a rivalry. The best rivalries have geography in their favor. The nastiest ones are when fans from both teams live and work among each other.
There is a hell of a lot more to what makes a rivalry than a single win in football.
