Probably Missouri. We have more nukes than any other state. They would try to knock out our ability to counter attack first before hitting civilian targets.

They wouldn't hit NY or California, because that is where liberalism lives. They would have to hit a patriotic part of the country. Midwest or south probably.

I imagine DC would be the first, just because that's where I think most of the decision makers are.

Depends on the enemy.
Russia would go for DC and military command centers.
Rogue nations/Islamic terrorists would go for high population centers. Probably New York first.

Oak Ridge, Tennessee

All the Naval Weapons Stations and Sub ports including Charleston, SC.
Ft Knox.
Ft Louis
... anyways, that's off the top of my head.
Oh, Mempis NAS
Philly and Boston shipyards
Pittsburgh, PA
several of the underground shelters to include, but not limited to, NORAD
Cape Canaveral and Huntsville

I just don't think it's possible, an ignostic question. Mostly on the grounds that if it ever happened: We all know we would use our nukes on the rest of the world (this is actually our plan: Nuke us, we nuke everyone).
The more likely scenario is a low-yield nuke in a largely populated area. I'd probably put my money on L.A. or San Francisco.

Just a nuke going off? NY City. Will come in via a container ship and detonate in the harbor while still inside the ship. THIS is the NSA scenario they have been fearing prior to 9/11.

I also think Phoenix or Los Angeles, via dirty bomb backpacked in across the border.
They can backpack drugs all the way the Phx easily. Put it in a car and drive to LA.
It would be scary and expensive to clean up but would actually not damage too much.
